Youth Activism

The Foundation's Youth Activism Programs promote and invest in the leadership of youth who are committed to tobacco control and prevention, as well as to gather insight and perspective on youth culture.

Youth Activism Council

Serving as internal advisors to the Foundation, this is a group of college-age leaders representing diverse communities and youth activism organizations. Council members also give presentations and share information about the tobacco issue in their schools and communities.

The Council embodies and promotes our mission to build a world where young people reject tobacco and anyone can quit. The one-year terms end in June, and applications for the following year are announced in the fall.

  • Council members work passionately as tobacco control and prevention advocates in their communities. 
  • They draw on imaginative, practical and effective strategies to reach young people with their message. 
  • They are college-age youth who give presentations to state and local tobacco control programs, conferences and summits, national and local youth organizations and schools. 
  • Members are trained to present relevant, compelling facts about the tobacco issue.

Youth Leadership Institute

The Institute helps youth develop leadership skills and social justice awareness as a way to encourage high school students and their adult mentors to become active tobacco control leaders in their communities.


Legacy's Youth Leadership Institute is open to students, ages 14-17 and adult allies. Applicants should have a solid interest in social justice and tobacco control and prevention efforts. 

  • Pairs of students and adults are recruited from community organizations around the country.
  • Training focuses on educational presentations detailing the history of tobacco control, cultural competency, persuasive communications, youth-adult partnerships, and social justice.
  • Institute participants and their mentors are encouraged to become tobacco control and prevention advocates in their communities. 
  • Application rounds for the Institute are announced in the beginning of each year.
